I would be into this coin if it was Denver Mint but Phily not so much. Problem Mint is Chip,Gouge,Heavy Die Scratch most every other Die at some point. Maybe they lack Funding by the Gov. I would keep it and keep loading a roll of them.

If you are talking about the line of hair that comes down from the ribbon down to the rim, I would have to disagree about it being a die gouge. I think that is just what the obverse design looked like from at least 1966-1970. All the nickels I have in that date range have that strong bit of hair reaching down to the rim. In 1971 it looks like that hair was redesigned, giving it a less pronounced look. 1964 and before are also less pronounced (I don't have a 1965 to compare). So I think this is just how the obverse dies were designed for that range of years.

Agreed with Dave42. The hairline at the bottom is only like that on 1966's I believe, or at least is the most pronounced on them.

Looking at a '65 now it is much more pronounced than the '64 and yup '71 starts to be less pronounced again...
