I don't think this is anything but I wanted some opinions from others. The one with the mint mark close to the date is the one in question. The other is like every other one I've seen. Sorry the pictures aren't clearer.

When the MM/Mint Mark touches the Date its rare. Your Cent does have a high placement but is not rare.

The mint mark were placed onto the dies until 1990 by hand. As long as they are not touching the devices, they are normal. They can be high or low. Look for the RPMs until 1990.

when the D is closer to the rim than the date it is considered a "low D".

Its pretty close. I have found 2 or so touching the date over years of looking at Cents.

But the mint mark location is not what makes this one a collectable. It is a RPM is what gives it the premium.
