Susan is 100% right here. Remember when the government put these out. Slabs weren't even around and they hadn't even started putting proof sets in hard plastic yet or just barely began. The little tabs were put there to compensate factory tolerences. They would hold the coin so it wouldn't move even if the hole wasn't cut to perfection.
