This is a pic of a GSA morgans. The black marks on the rim of the coin, are they carbon spots or a chipped coin as in part is broken?

If they are chipped marks, can the coin be uncirculated?

I've been looking around ebay and some of the Uncirculated GSA morgans have these black marks and was wondering what they are. Some are certified by NGC. To me its not appealing.

The GSA Morgans come in a hard plastic holder. The black spots you see are the holder, not the coin. Almost every GSA I've seen has these. The coin is fine.

Susan is 100% right here. Remember when the government put these out. Slabs weren't even around and they hadn't even started putting proof sets in hard plastic yet or just barely began. The little tabs were put there to compensate factory tolerences. They would hold the coin so it wouldn't move even if the hole wasn't cut to perfection.
