It is machine doubling/damage. Very few have a doubled die in this area. They are usually on the bust slightly away from the edge.

Note the roundness of the hub doubling. Unlike the machine damaged edge. When it pushes on the outside edge of the bust during the strike, we see that result. Machine damaged devices.
