1959 Over 8 Roosevelt Dime Or Weak Strike?

What do you guys think? I've gotten a couple of weak strike coins before and usually they are just stamped weaker and have a lower profile on the coin. But this particular one was found out metal detecting and upon further inspection, it looks like a 9 over an 8 although it doesn't look like a standard 9 on a 1959 coin. I would be inclined to believe weak strike if it didn't have the lower part of the 8 having a silver slice through it as if it was the bottom of the 9 going through it. I'm stumped on what kind of error would this be. I don't think this was "man made" alteration either.

It's an 8 that got damaged (roller perhaps) and had the metal displaced - PMD.
