I think the strike will keep it to a -65.
The left hand is VERY weak and the eagle's left leg is short of some detail.
On the other hand the skirt lines are quite strong.

64 is a bit low IMO, would probably cross to a 65

the weakness I see is the strike of the head, as well as the left arm...reverse is very very nice
