There is a Liberty Bell above the word Liberty and USA above the date stamped on this cent. Can anyone help with why and who may have "personalized" this coin?

I have the exact same thing as you except it is on a 1976-D. I think it was minted by the mint as a bicentennial coin, but I don't know why yours is a 1975.

This is PMD, some one courter struck this on to the coin. This is not mint made. It's 1975 because thats when the mint started to make '76 bi-centennial cents.

I think that this particular counterstamp is rather well known and might get a premium.

They are altered coins not for the mint. I see no premium for them unless someone is collecting them. Probably not as you found them in change. I found one once.

I did some research and it seems these are considered novelties
and stamped after leaving the mint. The coins with the liberty
Bell and map of USA were done so in both years of 75 and 76 in
honor of former Presidents Lincoln and JFK who both share quite
a list of ironic coincidences. Much Thanks
