Sorry, I don't have the set COA to see if there is any more useful information on it. Thre's nothing useful in the annual report. My eyes aren't good enough anymore to tell from the pictures but maybe you can tell. If it's a parallel lined background it's a bullion finish (MS) and if it's a satin background it's Specimen. Only one type of finish was issued. The "SP" vs. "MS" designation could be the way CCCS has decided to designate the coins (correctly or incorrectly).
