It might be a die scratch/gouge? Most of the time when we see the bust, we think that it is recessed inward and nothing can touch it. But on the area of the neck, clashes do appear as it is the same height as the fields. So that is my thinking it maybe a die scratch/gouge. If it were part of a clash, the dies would have to be rotated a lot in order for this to happen. I don't see any evidence on the obverse that this happened. The reverse look OK?

It would have to be rotated in the area of 40 degrees off alignment:
1993-LMC-Jaw-Line?
Normal:
1993-LMC-Jaw-Line?
But if a die was dropped onto another die, it might land in that area and make a small dent? So if it is a scratch on the die, gouge in that area or die dent, we can tell for sure. But looking again on your image john, the mark appears to run behind the ear.

Well the problem is I see difference cause, but not sure which one is correct. But I'm leaning towards the dropped die or tool that may have created this line. While it looks like a clash, the changes for that happening seem to be remote.
