I dont have higher resolution pictures since I didnt really notice it until now but here is my ebay listing....

Yes, its struck off center but on the reverse, you can see what appears to be United States struck weakly north of the bold united states devices. Is this just typical of an off center coin? I have seen it on coins that are not double struck and much more visible.

If your talking about the gray mark above the T it is split copper plating.
