Basically, how does this escape the mint or rather how does it come into a civilian's hand? They have friends inside the mint sneaking errors out? I think that error is really neat and would love to get one.

usually a mint employee sticks it in their pocket and walks out the door with it, then they find a dealer that deals in errors and sells it to them

Most circulation coins leave the mint in bags so a coin like this could slip by. More likely someone at Brinks or Wells Fargo, companies that roll the coins for the banks slipped this out instead of returning it to the mint. I can't even fathom the error they must discover.

Something like this would never make it into a bag. The scenario of a Mint employee making it disappear inside the Mint and re-appear on the outside of the Mint is the most likely way for it to have emerged from hiding.
