I have a 1940 penny that looks like it has a mis-strike on the reverse side. It looks like some part of the die struck small circles under the lettering because most of the letters are not damaged by the strike.
Jim, without a picture it'a impossible to tell. Are they raised, indented, or just spots ? If they are raised you might have something. Indented sounds like somebody had fun with an icepick or some other pointed object. Colored, just stains. Hope this helps.
