I have assumed that the estimate of value was both to get an accurate grading cost and to cover them in case the coin is damaged or lost. If you put a value of $800 and somehow in the process the coin is lost or mishandled/damaged, you wouldn't get more than $800 for it. When I have filled out forms in the past, I have used various measures of value. For coins to which I have a minimal emotional attachment, I have used as a value what I paid for it, for others, I have gone higher.
