The script and flower are both Korean, but I can't spot anything from any of the Koreas listed like that. Might be a token?

It is a little token to telephone your friends in a phone-booth in the 1970-1990.

I disagree, it's a bus token instead of a telephone booth token.

gxseries is right. It's a bus token for city buses in Daegu, South Korea. From what I understand, there're three types of city buses: General, Special and Express. This token is for the General type, coz that's what is stated on the first image. On the second image, the two characters read 'Daegu' while the other four say 'city bus'. There's no denomination or date on the token, but the General city bus costs 1100 won per trip and tokens are still in use and available at 950 won.
