Maybe a silly question...but how does one get an annual report from the RCM & do they always have coin/token attached?

They can be accessed from the mint website

Ah but its the physical reports that have the "special coin versions"

They haven't issued the "special coin version" for almost ten years now.
If you just want a hard copy of the report phone the mint.
"Dipping" is not considered cleaning...

I think there are 4 coins reports starting from 2003 with the penny up to 2006 with the 50c (No dime report I think)

There are four:

2003 Penny w/ selective gold plating
2004 Poppy Quarter w/ selective gold plating
2005 Nickel w/ selective gold plating
2006 50 cent w/ selective gold plating
