Interesting...it looks like a badge from a proof set, but I've never seen one like that. It looks struck in bronze.

Uncirculated mint sets include a token either "P" or "D" depending on the mint.

What-Is-This?

This picture only shows the front of the tokens. The reverse is the same as yours with the scales. The eagle is different...never seen it before.

It was a medallion included in the 1982 Proof Set. Apparently, the US Mint had a surplus of cases from 1980 and 1981 because the medallion is in the location that an SBA would be if they had minted them in 1982. Notice also that the 1979 Proof Set had the SBA in a slot the size of an Ike dollar so they must have had the same problem then too
