1998 1-Cent, Strong Machine Doubling?

This one caught my eye... it does not have the characteristic shelf-like doubling, more like a beveled edge.

interesting, it doesn't look like MD to me but I could very well be wrong.die wear perhaps?

Surely that is a partial double strike---hence the bevelled edge. I think MD is out because of the physical limits to the size of shelves---shelves are cause by excess metal flow ?
Would a double strike account for the lack of detail on the second stroke ?

I don't think it is a double strike. Only the Queen is doubled, the legend and beads are not....
