Yes, that's solder - it's a coin that was turned into a button or brooch of some kind. The other damage may have been caused by either the process of making the brooch/button, or the process of de-maiking it and removing the pin.

Still worth keeping.
An 1826 George 1V shilling was the start of my collection, way back in 1958.

I was 12 years old, the coin was recovered from a safe that had the lock picked by my dad, because the keys had been lost.

I still have the coin.
I don't have my dad; he would be 104 years old now, if he was still alive.

As for the date, the third digit isn't a 9, but a 2 with the lower part filled.
