Off the top of my head I'd say you were safe. Polyvinyl Chloride (PVC) is not the problem - the plasticizers added to make it flexible are the problem. Styrofoam (Polystyrene) shouldn't have that problem.
Should be safe but I wouldn't put it in direct contact with coins (it will hold moisture)....buffering tubes of coins, no issue. Just make sure your outer container seals well so the foam can't absorb a bunch of water.
The Royal Australian Mint used to ship their proof coins in styrofoam packaging. These days, those proof sets 'with foams' command higher prices at auction, than those equivalent proof sets that no longer have foams ('no foams').
