The fields on the obverse side are "wavy" I guess you might say. The reverse is normal. Is that the cause of the "doubling" look as well? Sorry about the color of these pictures. The actual coin appears normal in color (at least in my opinion).
This reminds me of a die which should have been retired long before it actually was. The relative sharpness of the reverse makes me think that the original reverse was destroyed somehow and they just threw in one new die instead of the pair.
