They are "notgeld", "emergency money" from various German towns during and after World War 1. At the time, the country was economically and physically devastated and the distribution of coins was a bottom priority, so municipalities tried to create their own low-value coins or notes to fill the gap.

There are plenty of sites, just two randoms ones above. There are so many notgeld notes, seeing as many were produced just to make money, little pieces of art with supposed value.

Most Notgelt is inexpensive, but there are some quite scarce items and a good percentage of it can bring some fair coin. It was replaced by the Weimar currencies and coinage of the inflationary period.

Should have mentioned, in addition to Germany, other countries suffered economic woes after the Great War, or became newly independent and required provisional money. Austria, the Baltic tier, Poland, and others all have Notgeld issues and can be separate collection areas. 1920-1921 seems to be the years with the greatest number of issues.
