That coin is a Perfect Storm of what may or may not be entirely transient valuation based on the perception of some that each additional "feature" is intrinsically valuable. The buyer/seller cared not one whit for the denomination encapsulated or indeed the look of the coin ("incredible" eye appeal? I don't think so), only the black label and gold sticker. Chances are either will stand the test of time, but if that be the case then by the article's own admission there will never be more than 30 examples of the qualifications working that way.
Zero application to any of the other hundreds of millions of coins extant.
