Hi Agrippa - could it be something under the plating? It looks so parallel to the bar of the D though.

Does the inner bar reach the top/bottom of the MM? (looks like the bottom in one pic but not the other)

I think maybe a plating bubble. I don't think there is an rpm listed. (just my opinion)

It looks like RPM#7 from The RPM Book 2nd Edition by James Wiles.

Don't buy the book. I have one. Looked at it and it was very expensive. Buy the Vol 2 RPM E-disk. It is a lot more helpful. (all the E-Disks are very nice) It is a bit pricy, but you can copy past the images, enlarge them and do overlays to check the mint marks for correct locations easier. So get the E-Disks, the prices might see high, but very helpful.
