I'd say lamination peel. Not sure though.

Minor lamination. Looks like a flake of nickel plating has peeled off. Although we cannot see the date - is it a plated coin (post 2000)? That does not look like a lamination seen on pure nickel coins...

Question, if it's a pure metal coin (not an alloy), it can still have laminations?

yup, all it takes is an impurity in the mixing and rolling of the metal that is used to make the coin.

I have seen nickel dollars and 50c coins, with flakes of copper struck in them (retained)... it could have been an impurity that has since falling out...
