Nice find if it is. Even if it is not it is still silver. I don't know where to find varieties for coins so sorry.

Looks like machine damage and sever die wear. If it were hub doubling, then it would just show on one side of the device. But it is die wear, so it shows on both sides. Sorry

Looks like heavy die damage to me. A QDR really wouldn't look flat and to both sides like that
