Appears to be machine/mechanical doubling. The coin shifted a bit when the coin was being minted. A common misshap. That type of doubling doesn't add value to this cent. Looks like thre may be a a small chip near the top of the B on its right side.
You are looking at slight cavities in the field caused by a combination of die wear and striking pressure. What you should look for is the actual relief of the letters themselves to be doubled. The doubling will look like extra thickness of the letters, not a cavity next to the letters.
