Looks like someone took a quarter and a metallic honeycomb object and sweezed them together in his shop.

looks like it might be raised instead of pressed into the coin. Have youy tried removing it with a toothpick or other device? It may just be foreign matter

Looks like clear glue of some kind.

I bet acetone will dissolve it.
