Your USA border guys are doing a great job. No customs forms are necessary for the situation as described above. It is treated as letter mail under 100 grams and does not need a CN22 customs form. Take it as gospel 22 year career with Canada Post. Also items of numismatic interest Tariff # 9705.00.00.90 under $2500 per package are importable into the USA duty and Tax free without a broker . You can import $10 million if you want free as well but you need a broker to do it.
