My first instinct was PMD, until I noticed the direction the rim is affected and the edge. I don't know if this could have happened at the mint or not.

Looks like metal was pushed over the rim so I am going to say PMD. Not really a way this can happen at the mint. See on the arm too? More scratches. Definitely dragged against something.

I just wasn't sure that metal could be PMD'd so perfectly around that curved rim.
