Looks too young to be Vespasian. Is that CERES holding torch and grain ears on the reverse? If so, most likely Titus.

For some reason they put the IMP well under the bust which you don't normally see on most coins. I can just make out what looks like an MP which would make the coin Vespasian.

Sort of related, is there any rhyme or reason as to why some Flavian dynasty coins have clockwise inscriptions and some have counter-clockwise inscriptions?

There is a reason, it´s chronological; from one date to other you find all the obverse and reverse legends with one disposition, from a determined date they changed the disposition, and there was a third change... I´m looking in my books for the exact changes that they made...

69-73 obverse: clockwise reverse: clockwise
73-75 obverse: counter-clockwise reverse: counter-clockwise
75-79 obverse: counter-clockwise reverse: clockwise
