If it were a doubled die, the devices would have been enlarged and not reduced. Something else I've noticed on machine damage and hub doubling, MD affects the outside edges of devices and hub doubling is rounded there.

Note the outline of the bust is affected on the image on the right. Note the hub doubling is not on the edge of the device, but back from the edge. Note on your coin the top of the cornice on your image. The edges are flattened on that area.
