Curious what the value of this coin would be as it's never been out of it's capsule, would it be worth sending in because of it's condition, or would that out weigh the price of the coin & be better off in it's capsule & case?

Nice coin! Thanks for sharing.

The coin is not a scarce "high dollar" piece; it is relatively common and can be purchased in original RCM packaging in top condition for $24 CDN (or less).

Unless you are absolutely certain that the coin would come back graded as a "perfect" PF-70, I don't believe the cost of having it graded and encapsulated would be worth it.

I agree.
This dollar is one of the cased Silver Dollar series,
is 50% silver and has a book price in either finish of $15.00.
Not worth getting certified.
