I did a search on the forum, but didn't find anything on this. I just found it interesting, but I'm sure there's a simple explanation. Homestead looks 3D. I saw it immediately and compared it to others. It was hard to get good pictures. I have more I can share if needed.

Looks normal to me as well.... Maybe slight Machine Doubling giving it that effect?

The ATB Quarters have the outside devices of the coin incuse on the design. When Machine Doubling happens on them the devices enlarge. Here are a few examples:

The devices on the die are raised, So when they move during the strike, it makes them larger. Because they are larger many think they are a doubled die, but just Machine Doubling.
