I'm breaking up some PL sets and this '99 is full of issues. The loonie is the worst I've ever seen. It has full lustre, but is covered in marks, almost like little scratches, but not really like scratches (if that makes any sense). Could it have been struck through dirt/crud/grease or did something happen to it prior to packaging? The angled shots show a bit how the marks are into the coin.
I've heard if the blanks get really beat up from rough handling, the marks will show on the final coin. Maybe the blanks missed a burnishing process to smooth out the surface?
