Yes. The notes are still current, though they are now the smallest three denominations that are still in circulation. The currency basis was switched from the Russian ruble to the US dollar in 2008; the exchange rate is currently pegged at 14,300 rublei to the US dollar. So your three notes currently have a total face value of 11 US cents.
