It's not a matter of what freely circulates but rather what gets put back in. Silver topped $45/oz twice... once in the 80s and again around 2010-2011. That is more than enough to drive ALL silver out of free circulation, since people with no interest whatsoever in numismatics began purchasing thousands of rolls to make a quick buck flipping silver.
Since then, the silver we are seeing is whatever happens to slip through the cracks, either by accident or ignorance/neglect.

If you think silver's scarce now, it was lousy back in 1980. Lots of hunters then. The Hunt bros wanted close to .999 as possible, so the 90% was melted and no one wanted the 40%. My dad, a homebuilder put up 28 houses in 1979, and two in 1980. Two years with little work, close to 20% interest rates and high unemployment.
Boxes were loaded with 40% halves back in the '80's and '90's, but they weren't worth much more than face value. Talking to my wife's aunt, who's been in banking for 35 years, said she would order a box and pull the 90% only, dumping the rest. This was around 2005-2006.

I got started click clacking (CRHing) in 2010. Got at least 400 plus silver halves out of circulation. I haven't done halves in 2 full yrs. Wish I would have caught the bug back in 2004!!

I worked with a gentleman who was a former coin collector back in about 2009. He sold off all of his valuable stuff, and came through my line one day and paid for his groceries entirely in half dollars, most of which were 40%. I told him that those were worth more than 50 cents, to which he replied that they were just "milk silver" and that he had just spent $80 worth on gas.  Less than a year later, rolls of 40% were going for 5x face on ebay.

Last year a pulled 11 Ben Franklins (62&63) all were AU or better, that was a great box for me, I average going through about a box ($500) a week, had a skunk run for a while but for the most part 1 or 2 90%ers or 3 to 4 40%ers per box. Keep looking, it's a numbers game!

Lots of 40% is still out there, and more is getting dumped, now that the price has dropped. I think a lot of tellers don't know/don't care about 40%. I've had them say they checked rolls for silver, and I then find 40% in their rolls.

40% are definitely out there and get turned in often. I just grabbed these today out of the tellers coin tray.

I'm guessing someone is raiding their parents/grandparents coins and turning them into my local bank. Picked up $5.00 in 40% today. Looks like they have turned in all the 67's now the 68's are starting. $9.50 worth of 40% in 3 days. I'm going back tomorrow.

I'm going back tomorrow. or, more than likely people are just dumping collections because the local jeweler is offering less than a buck apiece, or just doesn't want the 40% halves, period. Many stackers consider 40% halves "dirty", personally I hold them until prices hit $35-$40, then sell. I've seen high silver prices twice in my lifetime, the first time we threw the 40's back.

Yes, silver is still out there. You can't come to any conclusions after only 25 rolls.
My son and I have found over 300 silver nickels. He has found a fair number of silver dimes in roll searching. He has only found two silver quarters in roll searching. We have never done halves, so I can't comment on them.
We average less than one silver nickel per box. You have to be in it for the long run if you want to find much of anything.
