Sure looks tooled to my eye, a Grease Filled Die would not have so many depressions, it looks like tooling that was smoothed out. As Ken said probably getting it ready for some sort of engraving job.

genuine not FAKE , yes it looks like tooling. the guy probably lost his letter punch set, couldn't finish the job.

There are a bunch of interesting coins in the "Fakes" box that are genuine. One of my favorites is a double-headed Kennedy that I pried apart to show the inside of each.

Lots of other goodies that will be fun to shoot.

The box came in marked to use for educational purposes.

Cascade, these are tooling marks.
