Do you mean the teeth-like "bites" on the neck? It's not an error but a mark ( PMD) from getting hit by the edge of another coin.

If you mean what the arrow is pointing to that I added in, this is a contact mark from the reeded area of another coin. It is damage that is factored into the grade.

It's not an error.
Actually it's sort of between a Mint problem and PMD.
It IS a bag mark from getting hit by the edge of another coin.
But it hadn't been put into circulation yet.

Don't know the official designation for this sort of thing.
But I know it as a bag mark.

FYI, "Bag Mark" is well established collector slang for any contact mark such as on your coin that could have occurred in a bag with other coins but often occurs while the coins are being fed into tubs, run through riddlers (screens to eliminate misshapen errors), counting machines, coin wrapping machines, etc. Your coin has many other "bag marks" but the ones that often get mistaken for errors are ones like yours -- from the reeded edge of another coin.
