I saw this one on ebay and it made me wonder: did PCGS slab details grade coins before body bagging them and then go back to slabbing details coins recently to compete with ANACS and NGC or is this one some sort of Sample slab without the usual fake serial number?

This was a "sample" slab that was included in a coin collecting kit sold I believe by Whitman. They made over 20K of them and they all include a Wheat cent from the 1920's (every year except 22)
