I saw this in my ebay email today. This actually makes sense to me...

"Free listing* allotments will be used first and will not be charged an insertion fee, regardless of whether the listing ends in a sale or not. Once those allotments are used up, auction-style listings will be charged an insertion fee, which will be credited back to you if the item sells. This will apply to all listings in nearly any category†, including media. Sellers will receive only one insertion fee credit per sold item, but there is no limit on the number of sold items for which they can receive this new credit. Credits will take place at the time of the transaction, and will be reflected on the invoice at the same time as the final value fee.

They reduced the number of free listings non-store subscribers get per month. I figure they're attempting to save money on server space, as the more listings they have that dont sell the more it costs them. By refunding insterion fees if the item sells it induces sellers to put more realistic starting prices on listings to increase the sell through rate, which = higher profits for ebay.

Right...and that's okay. Nothing wrong with them making more profit if they find sensible, agreeable ways to do it. As an auction-style seller of low value coins, I'm happy to see this. Everything I sell starts at 99 cents, so it's exceedingly rare when an item of mine does not sell. I felt it was pretty unfair that my number of free listings was reduced because they were trying to discourage frivolous sellers from listing and relisting and relisting high priced garbage that rarely if ever sells. This seems like a pretty good solution.
