I'm not sure what you mean by fake but from the pictures it does look like it could have been added in photo shop or something. Here are a couple of pictures taken at a much different angle, the recess is very deep for a counterstamp but In hand everything looks as would be expected.

I think that they are hand-punched individual letters and someone went to work on the coin. I've heard that some mines and other heavy industrial localities counterstamped coins, sometimes just with #'s, to be worn as ID tags for people entering hazardous/dangerous areas so that they could account for everyone.
