1983 P - Edge Pattern Along Rim(?)

This coin isn't perfect, but it isn't to knocked up either.
What I mean by that is while it does have what would be normal, inconsistent scratches upon the obverse and reverse of the coin, it seems to be in relatively good condition... okay, maybe not under collectors standards, but I would say for both it's age and use it has fared well.
While this particular quarter seemed quite normal to me at first, under further inspection I noticed what I believed to be a quite consistent, and mechanically created pattern along the rim of the coin, which to me, resembled the pattern which exists upon the edge of the coin.

Now this is where all of that flies out the window at a freakishly alarming rate, because unlike a lot of experts here, unfortunately, I am not.

Is this pattern an error? Did this damage incur after it was minted? I'm new here, so I sure don't know, but regardless, hearing what you have to say, and learning along the way seems to be a lot of fun.

The "pattern" along the edge is a Collar Clash.
