Looks like a Struck Through Grease error to me.

I agree that it does look like a struck through error, but the BERTY & 99 shapes have me curious as to what others will have to say about it. The curve of the first 9 almost looks separated.

I think what seems odd about the berty and the 99 and the 1 is a product of the die state and lighting.

If it's a 99 it's also a WAM. Good luck,but it looks like a 2 to me.
