1963 Jefferson. PR Or MS?

Hey everyone,
I recently discovered this gem in an old unopened bank roll which contained a variety of dates and conditions, with the "newest" having been minted in 1968.

The 1963 nickel (below) immediately stood out, and close inspection revealed full steps on the reverse. The coin has a slight yellow-gold tint to it, and virtually no visible wear.

Along with any grades & observations (which will be much appreciated), I would be very interested to hear about what factors determine whether a nickel like mine is graded as MS or PR by the pros. Thank you all in advance!

Proof, Very nice coin! That foamy stuff takes away from the coin. I think that if you had a 2x2 it would look a lot better.

Yes it's a toned down proof. Nice find.
In this case you can tell by coin being virtually flawless and nicely struck up with a hint of mirror on reverse .
really not all that bad for being in that old roll.

Compare three details on your coin to a known business strike- the sharply squared rim, full detail of Jefferson's hair, and full steps on Monticello. Full steps are common on newer Jefferson business strikes but were uncommon to rare in the 1950s and 60s. The mirrored finish can sometimes be impaired by toning or hazing but a close look at how the coin was struck should give you an idea of whether any coin is a proof or business strike.
