Eric Peter never said it was an PCGS slab. ?. All he said was it wasn't a APCGS slab. It could be any number of companies. NNG NCG are just a couple of others.

1920 half pennies are often not fully struck up. I've seen examples only struck up with 6 pearls. You'd need to post photos of the coin in question to verify this.
