2009A 100 Bill Series Error?

Friends I am looking for some clear advise that should I send this in for grading as US Mint Error or not?

1)There is a sign on the face.
2)There is Ink on the jacket and parts Missing from the Jacket that should be there.
3) The hit on the face casued minute changes in the textures of the Bill.In other words it was not as light pressure as a Bank stamp would do.

The Reverse of the Bill is Nice Perfect,no issues there.

Appreciate your advise on the paper money.
Grading can be very costly someone said. And, if friends here feel that its worth sending it in.Please let me know of company that you TRUST and is REPUTABLE for paper money.

This thinking is coming strictly from and old memory.
It could be a marking on the paper BEFORE the pane/sheet went through the presses.
The "text" marked the beginning of a roll of currency paper.
It is a production indicator of some sort.
People familiar with the total production process will be able to tell you what the full text was meant to be.
Of course this only works if my thinking/memory is correct.

I vote that the bill got hit by a teller stamp.

I wouldn't spend money to send this in for certification as it happened after the note left the Bureau of Engraving and Printing.
