1990-D Incomplete Strike Vs. Struck Through?

What are y'all's thoughts on this coin?

I know it's not the best looking coin in the world, but I'm still trying to obtain enough knowledge to be able to confidently discern between the various types of strike errors that can occur during the minting process.

The area affected appears to be mostly around the outer design elements on the obverse of the coin. It has an unusually high, well defined rim on the obverse.

The reverse appears unremarkable to me.

Any thoughts or opinions would be great appreciated!

And I guess PMD is also a possibility on this coin.

What is the weight? Underweight planchets will also show up looking like a weak strike.

Reverse and rim strength are strong, Struck Through Grease.
