That is a newer ICCS flip... I guess hairlines don't matter anymore...

Not unless they were Brillo pad induced. The coin would get a grade but in the comment section of the ICCS flip you would see the notation, Polished or Harshly cleaned. A lot of the early Canadian coins in the extra fine area get a pass from ICCS on cleanings, hairlines & etc. Brian Cornwell addresses this very issue in his Mar 2015 interview in the RCNA journal

I've had the very same conversation with NGC on another holdered coins posted here recently. And although I believe the grade level at which they would allow certain marks to pass would be lower than ICCS' (G or less), similar approach of "grader's discretion" has been taken on these lower grade coins. It would be a stretch to call this coin "harshly cleaned". The hairlines are limited to a specific area and using a flash further amplifies the problem that is otherwise barely visible with a naked eye. Either-way, older (over toned) cleaning or a wipe will often get a pass on minor hairlines. Realistically you have to assume that most coins at these grade levels have been cleaned or wiped at some point in their long life inside purses and pockets. The only variant is timing when that would have occurred.

It's not a MS coin here. Heaven forbid ICCS not mention a few minor hairlines on a VF20 coin.
