How much do these cuts on the coin effect the value of this 1823 one cent? My dad bought it years ago for $20--is it worth that with this kind of damage?

The cuts going across the bust effectually take most of the value out of the coin .

Having said that it is one of the key dates for the series and $20.00 may have been a reasonable value for the coin . even with the cuts .
