The obverse must have been ground down somehow; there is no way this could happen with natural wear.

Has anyone else notice with Indian cents, the obverse seems
to always wear down first before the reverse.
calling it a cull.

You can actually see old file marks along the edge of the obverse between about 11:00 and 3:00. So, I think that the obverse was filed off, but then probably circulated and worn more smooth.

It also looks like the Indian design was traced or etched out. Like someone started to inscribe something, didn't like it, and put back in change.
